Funding Opportunities
The CoC encourages organizations who have not previously received CoC or ESG funding to consider applying. The CoC has a process in place to accept and consider proposals. This page lists all available funding opportunities along with information on how to apply.

Current Funding Opportunities
HUD has released the FY 2025 Continuum of Care (CoC) and Youth Homeless Demonstration Program (YHDP) Notice of Funding Opportunity (NOFO) for public review only. HUD has formally stated that this NOFO is currently subject to a court-ordered preliminary injunction and cannot be implemented at this time. See official posting below:
FY 25 COC NOFO Update
The Department of Housing and Urban Development (HUD) is issuing this Notice of Funding Opportunity (NOFO) for the 2025 Fiscal Year for public review. HUD understands this NOFO to be enjoined pursuant to a preliminary injunction entered in State of Washington, et al. v. HUD, No. 1:25-cv-00626-MSM-AEM (District of Rhode Island), and National Alliance to End Homelessness, et al. v. HUD, No. 1:25-cv-00636-MSM-AEM (District of Rhode Island). HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.
As a result, HUD is not accepting applications, the e-snaps application portal is not open, and the CoC will not be launching a local competition or requesting project applications at this time.
We are reviewing the NOFO to understand proposed policy and scoring changes and will continue planning internally so that we are prepared to move forward quickly once HUD provides legal clearance and opens the application portal. While providers and potential applicants should not submit applications unless and until the CoC issues formal written guidance to do so following official guidance from HUD, you are encouraged to read the linked NOFO thoroughly.
We will continue to share updates as HUD provides additional clarification. Thank you for your patience and continued partnership during this period of uncertainty.
